Glossary
Portal
The Portal could be used by the organization for all its performance management requirements. It currently contains access to the Feedback, Strategy Maps, Reports and Process Manual functions. These browse functions are available to all users who have access to the Defence restricted Network, as they do not require a valid login. Functionality available via the Portal can be expanded in line with the requirements of DMO.
To Do
The To Do tab, unique amongst reporting applications, is the entry point for authorized users. Once accessed, it displays a customized list of actions matched to the user's login and workflow role. An item will only appear in the To Do tab if it has been assigned to the logged in user and is yet to be actioned by them. Once the appropriate action has been taken and the workflow has been endorsed, the item will be transferred to the next responsible person in the chain. This makes for a highly efficient, task-focused organization.
Scorecards
SMART4PM has been optimized for the Balanced Scorecard framework. The Scorecard tab is where all aspects of the performance management framework are set-up and maintained. All authorized users can view Scorecard elements but only those with higher-level security (such as divisional performance managers) can create, edit and delete framework elements. DMO Score is unlimited in the number of framework elements (Perspectives, Measures, Groups etc) that can be created, providing any organization with the ability to grow and to cascade scorecards with the full support of DMO Score.
Strategy Map
Strategy maps are an effective way to present cause and effect relationships for the organization. DMO Score can either have dynamic or static Strategy maps (mandated by DMO for Version 3) that allows users to view the organisation's Strategy maps with the ability to drill down to view details about associated Measures and Initiatives. The main benefit of this feature is to provide an entre to the application for the casual browser.
Reports
- Formatted On-line reports - generated on the fly
- Custom reports - definitions can be saved by authorized users for re-use or used in an ad hoc manner by those who are not authorized to save the definitions, and
- Published reports - final version of the reports that are made available for general viewing.
- On-line reports are generally in the form of traffic light reports, which cover all aspects of organizational performance and provide users the ability to drill down into the relevant details as required.
Organisation
SMART4PM allows organizational entities to be set-up and administer the Organisational tab. All aspects of DMO entities, called Groups in DMO Score, can be created, edited and deleted using this feature. This organizational structure is used in other parts of the application when scorecards or other elements are assigned to either groups or individuals. Customers and in particular Service Level Agreements (SLA) are administered from the organization tab. The SLA is created, the relationship associated (Supplier and Customer) and supporting Measures are attributed using the SLA feature in this tab.
Maintenance
There are a number of system wide functions including Traffic lights, Security, Workflow and Question sub sets. These global functions are controlled from the Maintenance tab. Edit access to these functions is controlled and only those users with appropriate authority can edit these items. SMART4PM allows users to have very a specific security profile allowing them access only those areas of the application required to carry out their daily tasks. Workflow management allows the vetting of information as it moves up through the organization. Question sub sets assist in the grouping of sub categories, especially fleets, weapon systems and inventory categories.
